Market-Based Rates
Rates for service that are established through negotiations between the buyer and seller, such as rates for utility service that are not established by a regulator.

Marketer
Entities that buy and sell electricity, but own no transmission or generation.

Municipalization
The process, by which a municipal entity assumes responsibility for supplying utility, services to its constituents. In supplying electricity, the municipality may generate and distribute the power or purchase wholesale power from other generators and distribute it.
